"Sheltering and tethering ordinances work hand-in-hand to create a better understanding of humane treatment towards animals and, ultimately, provide greater protections for companion animals living outside and the humans and animals that may come in contact with them. The implementation of these laws benefits our communities, law enforcement, and animals. We will discuss how law enforcement agencies and citizens can work with their own cities to adopt similar laws that promote animal protection beyond what state code provides." - DanaMarie Pannella
